AWS Outage - email queue sending has been disabled for now

AWS is saying services are resolved (https://health.aws.amazon.com/health/status) but we are still seeing un-resolved on mandrill/mailchimp (https://status.mailchimp.com/). We are going to tentatively remove email queue restrictions for now and monitor.

Hi all-

There is a large scale internet outage happening right now at AWS. This has affected the email transport service that we use: Mandrill by MailChimp. I have disabled email sending for the moment to prevent any app slow-down issues. Everything else is working as it should.

A notice has been placed on everyone's admin dashboards just in case this email doesn't get through in time to let you know. I will be monitoring and turn email sending from the queue back on for everyone just as soon as we can.
